The State Food and Drug Administration wasted no time in drafting the regulations for the implementation of the New Food Safety Law and supporting regulations.

    Officials of the State Food and Drug Administration said not long ago that they will fully implement the food safety strategy in accordance with the strictest standards, the strictest supervision, the strictest punishment and the strictest accountability. They will promptly draft new regulations for the implementation of the Food Safety Law and related supporting regulations, and improve the supporting legal system of food safety as soon as possible.

At present, food safety and ensuring food safety have increasingly become a challenge for all countries in the world, especially for China, a large country with staggering food production and consumption, facing greater challenges and pressure.

First, there is enormous pressure from the security of food supplies.  China has a population of more than 1.3 billion.  Ensuring basic food self-sufficiency for the huge population with limited cultivated land is a huge challenge in itself.  It is also a priority for the Chinese government to relax. Second, there are challenges from China's historical stage of development.  China's food industry has a large scale, but the degree of intensification is very low, so the problem of how small and scattered is prominent.  How to achieve the full coverage of supervision is also a huge challenge. Thirdly, challenges from industrialization and globalization.  Industrialization makes our life more colorful, but also leads to environmental pollution and food safety risks.

In recent years, the Chinese government has comprehensively promoted the reform of food safety supervision agencies and improved the food safety system from the central to local and grassroots levels.  This year, the Food Safety Law has been revised again, which proves that the Chinese government attaches great importance to the construction of a modern food safety legal system.    Administration of relevant leaders said that China's food safety situation is stable to good, people's food safety is effectively guaranteed, safety supervision departments will be in accordance with the most stringent standards, the most stringent supervision, the most severe punishment, the most serious accountability to require the full implementation of food safety strategy, and strive to pass the "13th Five-Year Plan" and future efforts,  We will basically achieve a modern food safety management system and capacity that are compatible with a moderately prosperous society.

The focus will be on strengthening policies and related measures in the following areas:

First, strengthen food safety standards. Standards are the basis for the discussion of food safety issues, and the lack of standards is the biggest hidden danger of systemic risks. We will give full play to our advantages in the front line of supervision and law enforcement, actively cooperate with the relevant departments of the state to formulate standards, and accelerate the detection, evaluation and self-revision of food safety risks. Strive to establish a food safety supervision system in line with international standards through the 13th Five-Year Plan.

Second, strengthen the industrial base for food safety. Ensuring the quality of food safety industry is the foundation, so the transformation of production mode plus the pace of modernization of agriculture and food industry, most enterprises implement good operation norms, in the standardization of production and management, green, scale, industrialization breakthroughs. Large and medium-sized enterprises should be supported to take the lead in establishing the HACCP system, the quality and safety can be prosecuted system, leading enterprises to drive industrial upgrading, relying on industrial upgrading to improve the level of food safety.

Third, we need to strengthen efforts to control food safety at the source. To ensure food and food safety, we must focus on preventing and controlling environmental pollution, make great efforts to clean up the industrial environment, and carry out actions to control land, water, medicines, fertilizers and additives. We must control pesticides and chemicals, and prevent and control heavy metal pollution in cultivated land, so as to ensure the quality and safety of food and agricultural products at the source and eliminate the source.

Fourth, to strengthen the enterprise food safety personnel construction. Ensuring food safety is a boundback responsibility. Since October 2015, the National Food Safety Law has implemented the internal management system of enterprises, equipped with the obligation of food safety management personnel, emphasized the enterprise as the theme, established the requirements of food safety prosecution system, clarified the third party platform of food safety, and conducted the food grade for the entry into the network. Health care products, special products, infant food management, encourage enterprises to invest in insurance. Fulfilling these obligations is a necessary condition for enterprises to ensure production capacity safety.

Fifth, strengthen law enforcement innovation in safety supervision. We will promptly draft the regulations for the implementation of the new Food Safety Law and related supporting regulations, and quickly improve the system of supporting the food safety legal system. At the same time, we will do our utmost to promote safety supervision and law enforcement. First, we will implement the food safety licensing system and allow strict access. Second, the inspection network, tabulation, random inspection system. We will improve mechanisms for producing areas and market access for agricultural products, and achieve seamless oversight of the whole process. Third, strengthen supervision and law enforcement information disclosure, timely disclosure of licensing inspection and law enforcement standards, procedures, results, continue to increase exposure to substandard products and enterprises. The disclosure of law enforcement information is the best protection for law enforcement and consumers, the biggest deterrent for lawbreakers, and the best constraint for law enforcers. Four is to strengthen supervision and monitoring, carry out food safety hidden trouble investigation, encourage food enterprises to use stricter than the national standards of enterprise standards to create brands and expand the market. Fifth, encourage multiple entities to take an active part in food safety management, support enterprises to ensure safety liability insurance, implement a reward reporting system, and actively play the role of social supervision, so as to form a good situation of social cooperation.
